In Roosevelt’s inaugural address, he asked for legislation to create the Tennessee Valley Authority, a government body, but with the flexibility of a private enterprise. The TVA, managed by three directors appointed by the President, enjoyed the right to produce, distribute, sell electric power; build dams, reservoirs, power lines; improve navigation, and control floods. It was also charged with promoting the social and economic welfare of the Tennessee basin, this included parts of Alabama, Georgia, Kentucky, Mississippi, North Carolina, Tennessee, and Virginia. The TVA provided 630 miles of navigable waterways and abundant electrical power which encouraged rapid industrial development in the region. During the next 15 years, per capita income in the TVA area increased by 500 percent.
